How long has WHO or the CDC or whoever had the 6 Levels to measure a Pandemic?

Level 6 has never been reached!!!

Not even with aids. This is going to be a new type of disaster!

It has only never been reached because it is new. It was introduced a few years ago, in response to H5N1 fears. It makes sense, though- unlike most pandemics, influenza goes through predictable cycles. The classification still doesn’t tell you the severity of the pandemic (the Hong Kong Flu was much less severe than the Spanish Flu).
