Disabled sister is coming to USA?

She has an older sister who is registered as disabled in Japan and living with her parents. Her parents take care of her for past 15-20 years since she became developmentally disabled. It is not a severe disability, but she does need some protection and can’t live alone.
My friend is thinking to invite her sister to come to US and live with her and willing to support her since their parents are getting older. My friend is thinking her sister can attend school maybe here in the US?
What would be the first step for my friend to have her sister (a foreigner) come and live with her in the states?

Since your friend is a permenent resident there is nothing she can do to aid her sister in moving the U.S. She would need to be a U.S. citizen in order to sponsor her for family-based immigration as in her current status, there is no visa category available for siblings of permanent residents.
Her sister would have to qualify for the necessary visa on her own merit. If she wants to study in the states then that visa would be the F1 (student) visa.
