		<description>Unfortunately I think only U.S. citizens are able to petition for relatives to join them. So your friend may have to wait for a while until she becomes one. But it would probably be a good idea for her to speak with an immigration lawyer to find out how she would eventually go about doing this. Siblings are in the fourth preference category meaning there might be a wait of many years before she can bring her over. Your friend should be prepared for that. :-)</description>

Her sister would have to qualify for the necessary visa on her own merit. If she wants to study in the states then that visa would be the F1 (student) visa.</description>
