and I want to ask him if I can put a link to his website on my forum. I want to encourage people with disabilities to consider training in martial arts. I’m a bit obsessive about Martial Arts generally and I really like this guys website and want to put a link to him so that if we get any members with disabilities they can see that they can do it too.
But I’m not that good at social communication with people I don’t know and when I try to write him an email to ask him, I don’t know how to word it right?

I think you did a great job writing your question for us here. I see no problem for you. Just write what you wrote here. That you like his site, and think he is wonderful, want to encourage more members with disabilities–and would love to link with it if he would be interested. Most people love to feel validated and appreciated.
